Ukraine?s Prime Minister Mykola Azarov and Eni CEO Paolo Scaroni met in Kiev to discuss Eni?s activities in the country.

During the meeting, which was cordial and constructive, Eni?s CEO shared with the Prime Minister the developments of the company?s ongoing activities in Ukraine, affirming Eni?s positive vision of the exploration potential that the country presents in the unconventional gas. Additionally, Paolo Scaroni shared with the Prime Minister the outlook of the progressive strengthening of Eni?s presence in Ukarine, where Eni has laid the groundwork for consolidation of its future activities.

Eni, which has been present in Ukraine since 2011, signed an agreement in June with the state company Ukrainian National Joint Stock Company Nak Nadra Ukrayny and with Cadogan Petroleum Plc for the acquisition of 50.01% and the operatorship of the Ukrainian company LLC WSTGASINVEST, which holds the rights over nine blocks for the exploration and development of unconventional gas (shale gas) in the Lviv basin, in the west of the country near the border with Poland. The Lviv basin is considered to be one of the areas with the highest potential in Europe for the exploration of unconventional gas.

Eni holds interests in two exploration and development licenses in the country, Zagoryanska and Pokroskoe, located in the Dnieper-Doneyz basin.

Far from random, evolution follows a predictable genetic pattern

ScienceDaily (Oct. 25, 2012) ? Evolution, often perceived as a series of random changes, might in fact be driven by a simple and repeated genetic solution to an environmental pressure that a broad range of species happen to share, according to new research.

Princeton University research published in the journal Science suggests that knowledge of a species' genes -- and how certain external conditions affect the proteins encoded by those genes -- could be used to determine a predictable evolutionary pattern driven by outside factors. Scientists could then pinpoint how the diversity of adaptations seen in the natural world developed even in distantly related animals.

"Is evolution predictable? To a surprising extent the answer is yes," said senior researcher Peter Andolfatto, an assistant professor in Princeton's Department of Ecology and Evolutionary Biology and the Lewis-Sigler Institute for Integrative Genomics. He worked with lead author and postdoctoral research associate Ying Zhen, and graduate students Matthew Aardema and Molly Schumer, all from Princeton's ecology and evolutionary biology department, as well as Edgar Medina, a biological sciences graduate student at the University of the Andes in Colombia.

The researchers carried out a survey of DNA sequences from 29 distantly related insect species, the largest sample of organisms yet examined for a single evolutionary trait. Fourteen of these species have evolved a nearly identical characteristic due to one external influence -- they feed on plants that produce cardenolides, a class of steroid-like cardiotoxins that are a natural defense for plants such as milkweed and dogbane.

Though separated by 300 million years of evolution, these diverse insects -- which include beetles, butterflies and aphids -- experienced changes to a key protein called sodium-potassium adenosine triphosphatase, or the sodium-potassium pump, which regulates a cell's crucial sodium-to-potassium ratio. The protein in these insects eventually evolved a resistance to cardenolides, which usually cripple the protein's ability to "pump" potassium into cells and excess sodium out.

Andolfatto and his co-authors first sequenced and assembled all the expressed genes in the studied species. They used these sequences to predict how the sodium-potassium pump would be encoded in each of the species' genes based on cardenolide exposure.

Scientists using similar techniques could trace protein changes in a species' DNA to understand how many diverse organisms evolved as a result of environmental factors, Andolfatto said. "To apply this approach more generally a scientist would have to know something about the genetic underpinnings of a trait and investigate how that trait evolves in large groups of species facing a common evolutionary problem," Andolfatto said.

"For instance, the sodium-potassium pump also is a candidate gene location related to salinity tolerance," he said. "Looking at changes to this protein in the right organisms could reveal how organisms have or may respond to the increasing salinization of oceans and freshwater habitats."

Jianzhi Zhang, a University of Michigan professor of ecology and evolutionary biology, said that the Princeton-based study shows that certain traits have a limited number of molecular mechanisms, and that numerous, distinct species can share the few mechanisms there are. As a result, it is likely that a cross-section of certain organisms can provide insight into the development of other creatures, he said.

"The finding of parallel evolution in not two, but numerous herbivorous insects increases the significance of the study because such frequent parallelism is extremely unlikely to have happened simply by chance," said Zhang, who is familiar with the study but had no role in it.

"It shows that a common molecular mechanism is used by many different insects to defend themselves against the toxins in their food, suggesting that perhaps the number of potential mechanisms for achieving this goal is very limited," he said. "That many different insects independently evolved the same molecular tricks to defend themselves against the same toxin suggests that studying a small number of well-chosen model organisms can teach us a lot about other species. Yes, evolution is predictable to a certain degree."

Andolfatto and his co-authors examined the sodium-potassium pump protein because of its well-known sensitivity to cardenolides. In order to function properly in a wide variety of physiological contexts, cells must be able to control levels of potassium and sodium. Situated on the cell membrane, the protein generates a desired potassium to sodium ratio by "pumping" three sodium atoms out of the cell for every two potassium atoms it brings in.

Cardenolides disrupt the exchange of potassium and sodium, essentially shutting down the protein, Andolfatto said. The human genome contains four copies of the pump protein, and it is a candidate gene for a number of human genetic disorders, including salt-sensitive hypertension and migraines. In addition, humans have long used low doses of cardenolides medicinally for purposes such as controlling heart arrhythmia and congestive heart failure.

The Princeton researchers used the DNA microarray facility in the University's Lewis-Sigler Institute for Integrative Genomics to sequence the expression of the sodium-potassium pump protein in insect species spanning three orders: butterflies and moths (Lepidoptera); beetles and weevils (Coleoptera); and aphids, bed bugs, milkweed bugs and other sucking insects (Hemiptera).

The researchers found that the genes of cardenolide-resistant insects incorporated various mutations that allowed it to resist the toxin. During the evolutionary timeframe examined, the sodium-potassium pump of insects feeding on dogbane and milkweed underwent 33 mutations at sites known to affect sensitivity to cardenolides. These mutations often involved similar or identical amino-acid changes that reduced susceptibility to the toxin. On the other hand, the sodium-potassium pump mutated just once in insects that do not feed on these plants.

Significantly, the researchers found that multiple gene duplications occurred in the ancestors of several of the resistant species. These insects essentially wound up with one conventional sodium-potassium pump protein and one "experimental" version, Andolfatto said. In these insects, the newer, hardier versions of the sodium-potassium pump are mostly expressed in gut tissue where they are likely needed most.

"These gene duplications are an elegant solution to the problem of adapting to environmental changes," Andolfatto said. "In species with these duplicates, the organism is free to experiment with one copy while keeping the other constant, avoiding the risk that the new version of the protein will not perform its primary job as well."

The researchers' findings unify the generally separate ideas of what predominately drives genetic evolution: protein evolution, the evolution of the elements that control protein expression or gene duplication. This study shows that all three mechanisms can be used to solve the same evolutionary problem, Andolfatto said.

Central to the work is the breadth of species the researchers were able to examine using modern gene sequencing equipment, Andolfatto said.

"Historically, studying genetic evolution at this level has been conducted on just a handful of 'model' organisms such as fruit flies," Andolfatto said. "Modern sequencing methods allowed us to approach evolutionary questions in a different way and come up with more comprehensive answers than had we examined one trait in any one organism.

"The power of what we've done is to survey diverse organisms facing a similar problem and find striking evidence for a limited number of possible solutions," he said. "The fact that many of these solutions are used over and over again by completely unrelated species suggests that the evolutionary path is repeatable and predictable."

(AP) ? The Voodoo Music + Arts Experience is bringing a European music festival experience to New Orleans with overnight tent camping and more Euro-dance-based acts to its stage.

The lineup for the three-day festival, which starts Friday at New Orleans City Park, includes Skrillex, Justice and Kaskade, electronic DJ-producers who have performed at other U.S. festivals in recent years as U.S. radio continues to welcome dance music to its rotation, following Europe's longtime trend.

This will be the first year tent-camping will be available for concert-goers ? a popular stable at European music festivals.

"It's a long-standing tradition that works really well there, so we thought why not bring it here?" said Voodoo producer Stephen Rehage. As one of the first American festivals to offer tent-camping, Rehage said he's starting small, with about 300 tent sites. Restrooms and showers will be provided.

The 14th annual Voodoo will include nearly 100 acts in rock, metal, hip-hop, blues and electronica. Headliners include Neil Young and Crazy Horse, Metallica and Jack White.

Rehage said he has moved the stage for the electronic DJs to a location that can accommodate more festival-goers because last year the fan base was spilling over into other stage areas.

Xavier de Rosnay of the French duo Justice, who performs Saturday, says he doesn't know what makes his music such a draw, and he's not sure he wants to.

"Sometimes not knowing is good because knowing could be a temptation for us to begin making music to please people instead of making music as we do now with complete freedom," de Rosnay said in a phone interview.

Nas, The Avett Brothers, Bootsy Collins, Gary Clark Jr., Silversun Pickups and Dave Stewart will also perform.

"This festival really is a musical gumbo," Rehage said. "Every year we just throw it all in the pot, mix it up and hope it tastes good."

Voodoo, which is held annually around Halloween, includes a sampling of local talent with Irma Thomas, Marcia Ball, the Lost Bayou Ramblers and Little Freddie King.

Max Bermis, frontman for the California-based punk rock band Say Anything, said he's looking forward to being part of such a unique lineup.

"Neil Young and Metallica are playing. It's not an endless parade of what's hip or what's popular. It seems to have some cool culture to it," said Bermis, whose band performs Friday.

Metallica was added to the lineup this month to fill the slot previously held by Green Day, which canceled its performance.

"We're hoping we can fill those very large shoes and do them proud," said Metallica drummer Lars Ulrich.

Voodoo tickets start at $90 for one-day admission, $175 for three days, with packages for VIP, parking and camping.

Though market shows steady increase, investors down in Tri-Cities

Stewart Beach hasn?t fielded any calls from people demanding he steer their money onto Wall Street.

On one hand, Beach, a financial adviser with Clear Perspective Advisors, of St. Charles and Aurora, acknowledges such an admission may seem incongruous.

Since early summer, the stock market has risen steadily, with Dow Jones Industrial Averages hitting levels not seen since before the market crash at the beginning of the Great Recession in 2007.

But while the market appears to have resumed its historical upward march, Beach and others who help Tri-Cities residents manage their money said their clients are responding to the seeming market rally with a bit of incredulity.

?I?m not getting any calls from clients yelling at me because we?re ?missing the market,? ? Beach said. ?They?re not saying, ?Put more money in!?

?Instead, what we?re hearing is a lot of people being really, really cautious.?

After the 2008 stock market crash, even otherwise optimistic investors opted for caution, pulling money out of the stock market and seeking safer investment vehicles in which to place their funds.

Based on the Dow Jones Industrial Average, the stock market has nearly erased all losses associated with the crash, hovering above 13,000 recently, just shy of the all-time high of about 14,000 in 2007.

?For the people that held the course, they?re almost back to where they were [in their portfolio value] to before the crash,? Beach said.

Dave Brady, a finance adviser and owner of Brady Investment Counsel of Geneva, said the generally steady nature of the stock market in recent months has prompted him and others to move clients back to what he called a ?fully allocated? position.

For most investors, that means putting about 60 percent of their portfolio in stocks.

?If our guidelines say a particular investor should be at a 60-40 stock allocation, then we are very comfortable right now getting them back to 60-40,? Brady said.

For many investors, the stock market represents the best choice for clients? long-term investing plans, Brady said. While the market will always present some risk, stocks have ?far outdone? other investment vehicles in returning gains.

Beach agreed investors have few realistic alternatives, with traditional savings vehicles returning virtually nothing.

?We know that, unless they just want to make sure they can?t lose anything, they?re not really excited at putting their money in the bank,? Stewart said. ?They?re not even keeping up with inflation.?

Reports filed with the Federal Deposit Insurance Corporation reveal in the first half of this year, just before the months-long stock market rally began, most local banks reported declines of 3 to 27 percent in the amount of money invested in ?time deposits,? such as CDs.

While stocks have represented a better investment option, advisers cautioned against too much optimism.

Brady said he believes the market increases don?t necessarily represent economic growth. Rather, Brady said, it is merely the market returning to ?fair value.?

And Brian Green, a financial adviser at Capital Management Group in St. Charles, said the lack of healthy economic growth also has led him to counsel against investing too heavily in stocks.

?It?s really tough right now as a financial adviser for me to say, ?Everything?s going to work out as it always does,? ? Green said.

Recently, investors appear to be acting on their wariness.

A recent survey reported by the financial trends tracking organization, the Investment Company Institute, revealed investors continued in October to pull more money out of mutual funds than they put in, a trend that began in September.

During the seven-day period from Oct. 3 to 10, investors pulled $2.3 billion from mutual funds. That comes on top of more than $23 billion that flowed out of mutual funds from Sept. 12 to Oct. 3, the ICI report said.

Green said his clients are growing increasingly pessimistic about the market?s and economy?s future.

Green, Brady and Beach noted their clients have expressed worries over the upcoming presidential election, government debt, global political issues and the so-called ?fiscal cliff? ? a shorthand term that describes the mix of tax rule changes, regulatory changes, government spending cuts and higher tax rates for workers, businesses and investors that will take effect Jan. 1 unless Congress and President Barack Obama act to avert them.

Green said if investors are particularly worried, he ?doesn?t spend any time trying to talk them out? of increasing their cash holdings.

?If you are generally concerned, then earning 0.5 percent with no risk may not be such a bad thing, if it brings you some peace of mind,? Green said.

For now, advisers said they are counseling most clients to stay defensive and stand pat.

?The market right now is kind of like a traffic jam on a freeway,? Beach said. ?We?re jammed up, can?t see too far ahead, but generally moving slowly in a positive direction. And, just like in a traffic jam, now?s not the time to be trying to constantly switch lanes.?

Personal robotics companies are making a bet that real-world C-3P0-like machines will be of great help to the world?s aging population who need assistance with routine household tasks. The question is: will they embrace the technology?

Yes, as long as the robots do chores such as wash dishes, do laundry, and take out the trash, according to a new study from the Georgia Institute of Technology. But when it comes to more personal tasks such as bathing, getting dressed and eating, there?s a strong preference for human help.

Human assistance is also preferred for social activities such as calling family and friends and entertaining guests.?

The survey included 29 adults aged 65 to 93 who were showed a video of a robot?s capabilities and then interviewed about their willingness for assistance with 48 household chores. All participants were healthy and independent at the time and nearly 75 percent said they used gadgets such as cell phones.

?There are many misconceptions about older adults having negative attitudes toward robots,? Cory Ann-Marr, who will present the results at the Human Factors Ergonomics Society this week, said in a news release.?

That perception was exploited earlier this year in a political attack ad against Jeffrey Brandes, who is in a battle for state Senate seat in Florida and sponsored a bill while in the Florida House of Representatives that would allow the ?operation of autonomous motor vehicles on public roads? in Florida.

The ad featured an elderly woman?s voice questioning whether driverless car technology is ?really a priority for our state? and includes a sound clip from Brandes saying that he had to ?convince the senate it wasn?t witchcraft.?

Georgia Tech?s survey suggests there?s nuance to when a robot?s help is wanted. It appears to center of the level of physical or intellectual intimacy. For example, the study participants would accept a robot reminder to take their medicine, but want a human to help them decide which pill to take.

In other words, they are happy for the robot to be a sophisticated calendar, but there?s a lack of trust that the artificial intelligence is capable of choosing the correct medication.?

Likewise, these adults are wary of trusting a robot with physically intimate tasks such as taking a bath and getting dressed.?

?The people we interviewed were very enthusiastic and optimistic about robots in their daily lives,? Marr said. ?They were also very particular in their preferences, something that can assist researchers as they determine what to design and introduce in the home.?

Presumably, they won't be in the market for robots that offer?"mind-blowing sex."

Seniors seek state success ? Sports ?

TUNNEL HILL ? Northwest Whitfield softball players Karlie Henson and Emily Boyd began this season with every intention of being at the state tournament in Columbus this week to close their senior year on the diamond.

Mykeah Johnson, the other member of the team?s Class of 2013, started this season just happy to be alive.

The Lady Bruins, the top-ranked team in the GaPrepCountry.com Class 4A coaches poll ? as they have been for most of the season ? will begin their quest for an elusive state title by taking on Macon?s Rutland at 4:15 p.m. today. The final eight teams in each of the state?s six classifications are competing in the three-day tournament at the South Commons Softball Complex in Columbus to determine state champions.

Boyd, who has committed to play at Ole Miss, has been one of the state?s most dominant pitchers in her four years with the Lady Bruins, earning all-region and all-state recognition in addition to being selected as The Daily Citizen?s All-Area Softball Player of the Year each of the past three seasons. Henson, a second baseman, has been a team player as a reliable cog in the middle of the defense and the middle of the batting order.

Along with Johnson, a third baseman, they have started for Northwest since they were freshmen, and this is their third trip to Columbus. The Lady Bruins took third at state in 2009 and finished fourth last season; the only time Northwest failed to advance to Columbus during the trio?s time in Tunnel Hill was after a second-round exit at the hands of Madison County during their sophomore year.

All along this season, the Lady Bruins have talked about focusing on the present, whether it was beating the next opponent or winning the Region 7-4A tournament ? which they did for the third time in four years. However, there really has been only one goal for this team and this group of upperclassmen.

They want a state title.

?I don?t think any of us will be satisfied with this year unless we get a ring,? Henson said. ?Our 10th-grade year, when we didn?t make it to Columbus, we were all devastated ... That has really been a big fuel for us this year, is wanting to prove that we are the best.?

Boyd echoed that sentiment.

?Of course we are going to take it game-by-game like we have all year long, but if winning state wasn?t the only goal for this team, then I don?t know what team it would be for,? Boyd said. ?We need to play for ourselves and our school and our community. (A state title) should be our goal.?

But for all of the dreams of a state title, Johnson had to wonder if her dreams were over after a horrific automobile crash in May. Johnson, the team?s defensive linchpin at the hot corner, could easily be considered the team?s heart and soul.

She?s loud, she?s comedic and she makes few mistakes at perhaps the most crucial defensive position in fastpitch softball. In April, she committed to play at East Tennessee State University, and during the past four seasons her personality has been backed up by a game that is even louder. Like Boyd, Johnson earned Class 4A all-state first-team recognition a year ago, when she was Region 7-4A?s Co-Player of the Year with teammate Bayli Cruse.

But driving north on Interstate 75 late one night a month after making that commitment to ETSU, she almost lost it all.

?It happened on May 5,? Johnson said, losing a little of the bravado in her voice as the moment seemingly washed over her mind. ?It was really bad. It is a miracle I am even alive, much less still playing softball.

?This is the first time I have really talked about it. My teammates know, but I really haven?t told anyone about that night.?

Heading back home to Whitfield County, Johnson had just passed Exit 293 when another car veered into her lane and pushed her off the road. Johnson?s car hit a guard rail on the side of the road, and its galvanized aluminum sliced through the vehicle, cutting her car in half and doing almost the same to Johnson?s right arm.

?It cut my arm in half, basically,? she said.

The accident tore her tricep in her throwing arm in half. When she got to the hospital, she had a tear in her lung and another in her liver. But because no major nerve damage was done in the muscle tear, doctors were able to repair the damage and restore her arm functions.

But it has been a long process.

?I am not the same,? Johnson said. ?I had to come back and reset myself.?

For a softball player, the high school season is played for school pride and the quest for a championship with your teammates, but the real work toward a college career is done in the summer, when select teams travel to play tournaments against elite players around the country. Johnson?s summer involved sitting with her arm in a V-shaped sling, leaving her looking like Rodin?s sculpture, ?The Thinker.?

She wasn?t cleared to get back on the field until a week before the high school season began, and not surprisingly has struggled at the plate at times.

As a junior, Johnson was named to The Daily Citizen All-Area Softball Team for the third straight year, hitting .544 with 20 doubles, four home runs, 23 runs scored and 36 RBIs. This season, she is hitting less than .300.

?Mykeah hasn?t had her best year, but she has had some big hits and is sort of our emotional leader,? said Northwest coach Jason Brooker, who is in his first year leading the Lady Bruins. ?She had that wreck and she doesn?t want to use that as an excuse, but she is finally getting back to her old self at the right time for us.?

US Gov't Rules Jailbreaking Phones Legal, Illegal For Tablets

The United States government has ruled that it?s perfectly legal for you to jailbreak your phone ? and by jailbreak, we mean that it?s not going to violate any copyright laws. But don?t think that you?re going to be able to legally hack any of your other devices, because the US Copyright Office says that tablets are excluded from this ruling.

As reported by The Verge, the US Copyright Office issued rulings on exemptions to the Digital Millennium Copyright Act (DMCA) today and said that the ?category of tablets is difficult to define? so rather than issue a blanket exemption, it declined to lump tablet devices in with phones.

The DMCA was created by the US government in an attempt to implement and adhere to the WIPO Copyright Treaty and WIPO Performances and Phonograms Treaty?that were both passed in 1996. The Act was designed to establish rules in the digital marketplace to govern copyright owners, consumers, manufacturers, distributors, libraries, educators, and online service providers.

What the US Copyright Office was judging specifically was software interoperability. The issue before the Office was how to address:

Computer programs that enable wireless telephone handsets to execute lawfully obtained software applications, where circumvention is accomplished for the sole purpose of enabling interoperability of such applications with computer programs on the telephone handset.

The item on the docket seems to address iPhone and smartphone usage because when you?re dealing with applications, the one issue that many face is that you can find it on one platform, but not always on the other.

The Electronic Frontier Foundation, along with the New America Foundation?s Open Technology Initiative, New Media Rights, Mozilla Corporation, and the Free Software Foundation petitioned the US Copyright Office to grant an exemption to the DMCA and it was ruled that since many smartphones have access control protections, the request to have ?lawfully acquired applications interoperable with the handset?s software? was deemed fair and that access controls ?adversely affected that function.?

But when the issue surrounding tablets came up, the US Copyright Office determined that there was insufficient basis to grant an exemption, but it did leave the door open for future exemptions. Opponents of granting an exemption claimed that the DMCA already defined ?the contours of acceptable circumvention related to interoperability? and in the end, managed to sway the ruling in their favor, but there was one important note to the ruling. The US Copyright Office found that:

?proponents had established that the prohibition is adversely affecting and likely to continue to have an adverse impact on, certain use of mobile devices in which the firmware, a copyrightable work, is protected by technological measures. The evidence in the record indicated that smartphones have been widely adopted and that consumer acceptance of such devices will continue to increase in the future?

So the exemption appears to be granted to smartphones because they had been widely adopted, more so than tablets. As more applications become available for these devices and as it proliferates through our daily lives, you could probably expect the government to review its exemption ruling again and allow interoperability to become legal.

This ruling came at the US Copyright Office?s triennial meeting.

London, Oct 14: Women who drink four to six cups of coffee a day are less likely to suffer from womb cancer, while men who drink the same amount are less likely to suffer from prostate cancer, says a study by Harvard University.
?The researchers studied 117,000 volunteers -- 67,000 women and 50,000 men over a 20-year period, the Daily Mail reported.
?The effects were seen regardless of whether the people drank regular or decaffeinated coffee. This suggested the effects are not linked to caffeine.
?Though many people limit the amount of coffee they consume as it can cause a rise in blood pressure, other studies suggest the drink may also offer health benefits, the daily said.
?Regular coffee drinkers also appeared to have a lower risk of Type-2 diabetes, gallstones, colon cancer and even Parkinson's disease.
?In the latest research, the Harvard team found that women who drank four or more cups a day reduced their risk of endometrial cancer by 25 percent compared to those who drank less than one cup a day.
?A similar effect was found for decaffeinated coffee, but tea consumption had no impact.
?The experts also looked at coffee intake among 50,000 men.
?Those who drank six or more cups had an 18 percent lower risk of suffering from prostate cancer and a 60 percent lower risk of developing its most deadly form.
?One theory said coffee may have a beneficial effect on insulin levels.
?The drink can improve glucose processing and has anti-inflammatory and antioxidant effects, all of which play roles in cancer progression, the daily said.
?The researchers, however, warned against adding sugar and cream to each cup because the extra calories could offset benefits gained from the coffee. IANS

Gunmen kill 20 at mosque in northern Nigeria

Gunmen opened fire on Muslim worshippers as they were leaving a mosque in northern Nigeria on Sunday, killing at least 20 people, a local official said.

The attack happened in a remote village called Dogo Dawa, in Kaduna state, said Abdullahi Muhammad, the traditional ruler and councilor of Birnin Gwari, a local government area next door to the village.

There was no immediate claim of responsibility for the attack. Like much of northern Nigeria, Kaduna is plagued by an insurgency led by radical Islamist sect Boko Haram. They usually attack security forces, government officials or Christians, but have hit Muslim clerics and mosques in the past, especially ones that do not follow their hardline brand of Islam.

Kaduna also lies close to Nigeria's volatile "Middle Belt", where Nigeria's mostly Muslim north and largely Christian south meet, and where tensions over land and ethnicity often erupt into violence.

"We are suspecting a reprisal attack by gangs of armed robbers who lost some of their members after a recent exchange of fire with the villagers and the vigilantes," he said.

The state police commissioner Olufemi Adenaike confirmed the incident, but said he could not yet confirm the death toll.

Saskatoon real estate week in review: October 7-13, 2012 ...

Following three consecutive weeks of declines Saskatoon real estate sales sprang back this week as local agents reported 78 firm sales of single-family homes and condominiums to the multiple listing service? for an increase of nine compared against last week and up twelve sales from the same week a year ago. Meanwhile, the number of new listings added to the MLS? slipped lower this week to 115, a drop of 25 from the previous week but well up from the same week last year when just 65 Saskatoon homes were added to the inventory.

Active residential listings continued to do what they?ve been doing lately; pretty much nothing. Over the course of the week, numbers of active listings on the Saskatoon multiple listing service? grew by 12 to reach 1199. At the close of the same week in 2012 that total stood at 1234. Today?s inventory count shows 729 single-family homes and 374 condominiums. A year ago, the system offered 744 active single-family homes and 416 condos.

The median sale price for the week moved higher by eleven thousand dollars this week to finish at $336,000 while the weekly average plunged lower by almost $45K to $331,888. Last week,? the average had hit an new all time high, skewed by a handful of big sales spread across fewer sales. This week?s average sale price nearly matched the six-week average which came in at $331,825. That?s about four thousand dollars lower than it was last week and up by just over ten thousand from the same week a year ago. Meanwhile, the four-week median edged up six thousand dollars this week to $315K, finishing up over the close of the same week last year by twelve thousand dollars. These are some of the narrowest year-over-year gains that we?ve seen in some time.

Overbid sales saw a bit of a resurgence increasing from two last week to six this week. On average, those buyers paid an additional $6,134 to firm up a deal. Another 11 buyers paid full asking price to close up their home purchase while 60 of the week?s 78 sales were reported to have sold below the asking price by an average of $8,146, a much smaller number than last week?s $12,410.

Other notable MLS? activity this week included 45 cancelled and withdrawn listings, 22 expired listings and just 33 price adjustments.

Cape Fear Community College was recently recognized by Cisco Systems, a multinational corporation that designs, manufactures and sells computer networking equipment.

The college received special recognition for serving as a certified Cisco Networking Academy for ten years.

Courses in the Cisco training is incorporated into CFCC?s two-year computer information technology program, located at the college?s North Campus. When all academy courses are completed, students are eligible to sit for the Cisco Certified Network Associate (CCNA) certification exam.

According to Melissa Watson, chair of CFCC?s business technology department, most graduates of the college?s computer information technology program choose to obtain this highly-regarded international networking certification, which greatly increases their chances of getting a job once they graduate.

?The CCNA certification gives Cape Fear graduates an extra edge in the pursuit of their career goals after leaving the college, since many area industries rely on Cisco networking systems within their organizations,? Watson said.

With the CCNA certification Cape Fear graduates can go on the careers in fields such as network administrator, network engineer, or network specialist. These roles take advantage of the students? hands on knowledge and skills based on the installation of and maintenance of Cisco networking systems.

Buffeted by debt crisis, EU wins Nobel Peace Prize

BRUSSELS (AP) ? The European Commission president had no reason to expect anything but another bad day. Then, out of the blue, after three years of back-biting and seemingly daily financial crisis, the European Union won the Nobel Peace Prize for fostering peace on a continent long ravaged by war.

It was a badly needed morale boost for a 60-year-old union in the midst of a midlife crisis.

Even as it announced the award Friday, the Norwegian prize jury warned that the financial crisis challenging the 27-nation bloc's unity could lead to a return to "extremism and nationalism." It urged Europeans to remember the EU's role in building peace and reconciliation among enemies who fought Europe's bloodiest wars, even as they tackle the economic crisis that threatens its future.

The award was hailed at EU headquarters in Brussels and by pro-EU leaders across Europe, but derided by "euroskeptics" who consider the EU an elitist super-state that erodes national identities.

Emerging for a brief encounter with reporters, European Commission President Jose Manuel Barroso was beaming as he declared: "Ladies and gentlemen, I have to say that when I woke up this morning, I did not expect it to be such a good day."

"The Nobel Peace Prize committee and the international community are now sending a very important message to Europe that the European Union is something very precious, that we should cherish it for the good of Europeans and for the good of the entire world," he said.

The announcement was met with negative reactions in debt-ridden countries like Spain and Greece, where many blame Germany and other northern EU neighbors for the painful austerity measures like higher taxes and job cuts they have endured in a so-far failed effort to salvage their floundering economies.

As the EU grinds toward the three-year mark in its withering financial crisis, problems abound, progress is slow and 25 million people are out of work. The prize will do nothing to balance out-of-kilter national budgets or spur economic growth in Greece or bring down the borrowing costs of some of the weaker countries that use the euro, such as Spain.

Nor will it provide solace to the unemployed.

"For them, people may even think that this is cynical," said Paul De Grauwe, an economist with the London School of Economics. "If I were living in Portugal or Spain or Greece, I would be upset about it: 'They are giving this prize to these people in Brussels, and they are the source of my misery.'"

Still, there seems little doubt that the European Union has played a major role in bringing peace to a continent that had known precious little of it.

Growing out of the devastation of World War II, the premise of the project was that closer economic interdependence would ensure that centuries-old enemies never again turn on each other. The EU is now made up of 500 million people in 27 nations, with others lined up to join.

"If we ask Europeans anywhere, in any country, of any age, including the youngest ones, they can't imagine that there could be war in Europe today. It's over," said former French President Valerie Giscard d'Estaing, who was born in Germany, fought in World War II and drafted the first version of the EU constitution.

Jacques Delors, often dubbed Mr. Europe for his efforts as European Commission president to push toward greater unity in the 1980s and '90s, said the prize was "a great satisfaction for the founding fathers of Europe, and all the activists for the European cause over the years who tried to make progress on what was for them, at the outset, a dream."

"The European construction is a work of peace. It was meant to reconcile people," Delors said.

But if economic ties once brought peace, they are now putting European unity at risk. The economic crisis has stirred tensions between north and south, caused unemployment to soar and sent hundreds of thousands of people into the streets to protest tax hikes and job cuts.

The bloc's financial disarray is threatening the euro ? the common currency used by 17 of its members ? and fueling the rise of extremist movements such as Golden Dawn in Greece. The party, branded as neo-Nazi by opponents, has soared in popularity as Greece sinks deeper into a debt-fueled morass.

Marine Le Pen, head of the far-right National Front in France, told AP Television News that the EU is "massively rejected by Europeans" and doesn't deserve the prize.

"This is practically a provocation considering the suffering of millions of Europeans who today see themselves led by the European Union to a veritable economic and social war," she said. "Three years ago, it was Barack Obama who won it while he was engaged in military wars. So this Nobel Peace Prize has actually become a Nobel prize of war."

Nobel committee chairman Thorbjoern Jagland said the committee had no position on how to solve the continent's economic crisis.

"But we send a very strong message that we should keep in mind why we got this Europe after World War II," he said. "We should do everything we can to safeguard it, not let it disintegrate and let the extremism and nationalism grow again."

The road ahead remains difficult.

European leaders enjoyed a period of relative calm over the summer, when it seemed they had built the more centralized institutions that many economists believe are necessary to the stability of the common currency.

But now there are what the economist De Grauwe called "rear guard battles" in which some EU states, notably Germany, appear to be trying to undo or dilute some of those accomplishments, including a proposed banking union and the ability of the European Central Bank to reduce countries' borrowing costs by buying sovereign bonds.

And perhaps the biggest challenge of all is restoring growth to a region where the economies of many are shrinking. That is unlikely to happen, De Grauwe said, unless EU leaders relax their unrelenting drive for austerity, through which they are creating what he called "a recession that could have been avoided."

Those hit by this recession were not impressed by the prize.

"The peace prize?" asked Giorgos Dertilis, who works at an insurance company in Athens. "The way things are going, what will happen in the immediate future? Peace is the one thing we might not have."

George Tzogopoulos, a political analyst from the Hellenic Foundation for European and Foreign Policy, said the prize might help people understand the role the EU has played in preserving peace. But it could also be viewed as "a hypocritical gesture, because the European Union has so far completely failed to deal with the social dimension of the crisis and problems like poverty and unemployment."

Still, German Chancellor Angela Merkel said the Nobel committee had made a "wonderful decision," and linked it to efforts to salvage the euro, even though the judges didn't mention the common currency.

"I often say the euro is more than a currency. We shouldn't forget this in these weeks and months in which we work for the strengthening of the euro," Merkel told reporters at the Chancellery in Berlin. The euro "has always primarily been about the original idea of Europe as a community of peace and values."

Strong reactions to the choice for the $1.2 million award crackled Friday over social media.

"The EU is a unique project that replaced war with peace, hate with solidarity. Overwhelming emotion for awarding of (hash)Nobel prize to EU," Martin Schulz, president of the European Parliament, wrote on Twitter.

"Nobel prize for the EU. At a time Brussels and all of Europe is collapsing in misery. What next? An Oscar for Van Rompuy?" said Dutch euro-skeptic lawmaker Geert Wilders, referring to Herman Van Rompuy, president of the European Council.

Normally, the prize committee either honors lifetime achievement or promotes a work in progress.

This year's award does both, Jagland said, noting it "looks backward as well as forward" by recognizing the EU's historic role in building peace, even as nationalist forces that once tore the continent apart are again on the rise.

The citation noted the democratic reforms the EU demands of nations who join. It referred to Greece, Spain and Portugal, which joined in the 1980s after emerging from dictatorships, and to the talks with Balkan nations seeking membership following bloody wars in the 1990s.

Europe's stumbling economy is making it harder for economies around the world to recover and international policymakers are urging more decisive action from the region's governments to deal with the crippling debt crisis.

The region is the United States' largest export customer and any fall-off in demand will hurt U.S. businesses ? as well as Obama's election prospects.

(AP) ? Historic world port and fashionista capital, Antwerp has always lived on the crest of the wave. Now, a separatist party heading into municipal elections Sunday wants to use the city as a base for breaking away from Belgium ? putting it at the forefront of a European breakaway trend just as the EU celebrates winning the Nobel Peace Prize for fostering continental unity.

Moves toward separatism have been getting a bigger these past months as the economic crisis pushes people faster toward stark choices on nationhood and their future. It is no different in Spain's Catalonia, another wealthy region grousing that it has to pay for others in its crisis-hit country.

Scotland, too, is looking at the option of going its own way, making the United Kingdom a little less united.

Two days after the European Union won the Peace Prize for bridging ties between former enemies, Belgium holds municipal elections in which separatists hope to pick up city halls across Dutch-speaking northern Flanders. Bart De Wever, the leader of a Flemish separatist party, is running for mayor of wealthy Antwerp and has been perennially at odds with ailing French-speaking Wallonia.

If elected, De Wever plans to use city hall as a platform for the 2014 national election and an even more ambitious program of separatism.

By that time, he says, he will be counting on a "democratic revolt" at the polls.

De Wever's NV-A party already surged in the 2010 national elections, and was the main reason why Belgium had the longest period without a government on record ? at 541 days. Coalition-building was paralyzed as the separatists sought concessions to give Flanders as much autonomy as possible.

It didn't work out and De Wever ended up in opposition facing French-speaking socialist Prime Minister Elio Di Rupo, a staunch defender of the Belgian nation-state. But De Wever is the frontrunner in Sunday's Antwerp vote, and his party is likely to surge across Flanders, polls have shown.

For De Wever, the municipal elections are not primarily about parking spots or ring-roads. They are about the fate of the 6 million Flemings in the kingdom of 11 million, and he chides Di Rupo for imposing too many taxes, sapping too much money from Flanders.

"Little by little, the Flemings don't take that anymore and they are worried about their wealth," De Wever said.

The city is still dripping with exterior signs of wealth, though. The Antwerp fashion designers have turned the historic center into a magnet of conspicuous consumption, its gothic and baroque landmarks are examples of sumptuous renovation, its MAS museum an icon of contemporary design, and its famous port is still thriving.

Separatism is also rife in Spain ? a country at the center of Europe's crisis with a youth unemployment rate of more than 50 percent.

While De Wever was making reasoned arguments in a political debate last Sunday, the 98,000-capacity Camp Nou of FC Barcelona was already a scene of seething Catalan foment for the famed encounter against Real Madrid.

Real Madrid is still identified with the unified Spanish state and was met with a mosaic of color cards forming the red-and-yellow stripes of Catalonia's "la senyera" flag. At one stage during the match, incessant collective shouts of "Independence!" cascaded down the stands as fans waved the pro-independence "estelada" flag.

Last month, 1.5 million Catalans took to the streets in Barcelona to call for a separate state in the biggest march since the 1970s. Catalonia's regional government voted on Sept. 27 to hold a referendum on Catalonia's self-determination at a date still yet to be set. The Spanish government says this would be unconstitutional.

Spanish prime minister Mariano Rajoy said on Tuesday that those seeking independence for Spain are making "a mistake of colossal proportions."

But Rajoy, like many of his fellow European leaders, is in a bind: National governments have had both to cede power to the supranational EU and to regions demanding greater autonomy and local accountability.

"People are anxious because the European Union seems far away," said Prof. Hendrik Vos, head of Ghent University's Center for EU Studies. "That is why there is this yearning to keep things close."

And local control has become ever more important for rich pockets of Europe.

"Those regions say how hard they had to work for their wealth," Vos said, "and they don't want to throw it away or share with the rest of the EU."
